Sheriff's office says man spotted near farm is not convicted horse abuser

The Outagamie County Sheriff's Department says a man spotted near a farm is not the same man who was convicted of abusing horses. 

On the Sheriff's Office Facebook page, it says officers got a call from a woman on Friday who believed Sterling Rachwal had been driving past her farm looking at her horses. The Sheriff's Office says officers have been in contact with Probation and Parole and confirmed this was not Sterling Rachwal.

Rachwal has a history of abusing animals and was released from a mental health facility in 2015, according to court documents. Back in January, he was found guilty and sentenced to probation in Brown County for animal abuse offenses in both Brown and Manitowoc County.

The Sheriff's Office says Sterling is monitored by a GPS bracelet and is closely monitored by his supervising agent.
