The Green Bay Common Council will have the final say on whether one of their own should face a censure, after the City’s ethics board decided Thursday that Randy Scannell violated the code of conduct for elected officials.
The ethics board recommended that the Council reprimand Scannell with a formal censure.
Scannell’s behavior toward two other council members at a 2016 Council meeting was “hostile, belligerent and abusive,” the ethics board determined.
Scannell admitted to the board that, out of frustration, he cursed at a fellow council member over discussions of the Colburn pool project just before a May 2016 meeting.
The complaint against Scannell, filed by Alderman Andy Nicholson, alleged that Scannell poked the chest of Alserman Thomas DeWane during the same argument. Scannell told the ethics board that the contact was “incidental” because he was gesturing and close to DeWane. Nicholson was not a direct party to the argument, according to testimony at a previous ethics board meeting.
The Common Council will review the censure recommendation at their June 20 meeting, according to a city official.
Scannell said Thursday night that he does not know what to expect when the Council takes up the matter, but said the issue will not affect his position on the Council.
