Two teens were charged in Winnebago County Court on Wednesday with making terrorist threats.
18-year-old Andrew Monroe of Waupaca and 17-year-old Dylan Bird of Oshkosh are accused of making the threats during calls to the Waupaca County 911 center.
Both Oshkosh West and North high schools closed as a precaution last week.
