Convicted animal abuser faces new charges

A man was charged with misdemeanors in Brown County court Wednesday for allegedly abusing animals.

Sterling Rachwal, 53, is accused of assaulting a horse in February.

Prosecutors say they couldn't charge him with felonies because no animals died and there was no mutilation involved, which would have called for felony charges.

Manitowoc County prosecutors are also expected to charge Rachwal, as he was allegedly caught on camera abusing a horse in Manitowoc County.

Rachwal has a history of abusing animals and was released from a mental health facility in 2015.

He is being held on a $5,000 cash bond.
