Executive Director of the Wisconsin Professional Police Association, James Palmer, has written a letter to a federal judge requesting an investigation into the conduct of Hortonville’s Police Chief, Michael Sullivan.
Palmer wants the investigation to see "to what extent" Chief Sullivan violated the Driver’s Privacy Protection Act of 1994 when he “improperly and repeatedly over a 15 year person accessed personal information maintained by Wisconsin’s statewide criminal justice data network.”
According to the letter, the act was passed to prevent a driver’s personal information from being held by the government.
Village leaders brought complaints against Sullivan in November, claiming his policies discouraged officers' rights.
He's also accused of interfering with an investigation against him, and using offensive nicknames for Village employees.
Sullivan denied the allegations.
Sullivan was suspended for two weeks in February. He was on paid leave since October.
