MADISON, Wis. (AP) -- Gov. Scott Walker's office says the story of two state railroad commission workers who weren't fired for having sex on state time and property demonstrates the need for changes to the civil service system.
The governor's spokeswoman said Friday the current system forced the state Office of Employment Relations to recommend discipline short of firing.
The Milwaukee Journal Sentinel reported Thursday (http://bit.ly/1PErp6D ) that records show no attempt to fire the workers or discipline them beyond letters of reprimand issued in November 2011.
State law, however, says employees can be fired for just cause. OSER officials didn't immediately respond to an email inquiring about the case.
Walker talked about the workers in September when he was trying to build support for bill that reworks the state civil service system.
