Court documents say 27-year-old Percy Sims shot 39-year-old Krystal Torres-Smith in a park.
Her body was found in an SUV on June 8, 2015.
The complaint says Sims set up a meeting with Torres-Smith to buy marijuana. According to investigations, he was planning to rob her, but realized she knew too many of the same people he knew.
Sims is expected in Brown County Court at 9:00 a.m.
