It's a tax that many consider sexist, because men don't have to pay it. Most states, including Wisconsin tax feminine hygiene products as luxury items.
President Obama was recently asked about the tax and he said "I've got to tell you, I have no idea why States would tax these as luxury items. I suspect it's cause men were making the laws."
Only five states consider feminine hygiene products tax-exempt. There has been no debate yet in the Wisconsin State Assembly on the issue, but one Representative has said she'd bring it up in the next legislative session.
