The victim and shooter did not know each other, police said. The victim told police he was following the suspect to try and get a vehicle description and license plate number to report reckless driving. Later, he heard a loud noise and saw the suspect drive past, police said.
The victim then examined his vehicle and found a bullet hole on the passenger side, according to police.
The police are still looking for the suspect. The victim told police the suspect was driving a dark-colored, newer model four door vehicle. A white man was driving with a white female passenger.
While this was an isolated incident, police say drivers should still be aware of their surroundings.
"If someone is driving aggressively, if they're driving recklessly, the best thing you can do is get a good vehicle description, get a good plate description and then try and create some distance between your vehicle and their vehicle," said Sgt. Dave Lund of the Appleton Police Department.
People in the community are also worried about situations like this happening in Appleton.
"It's kind of scary with the stuff that's starting to happen," said Appleton resident Clarence Timm. "It's like what you would see in bigger cities."
