Police rescue child from freezing cold during attempted abduction

On January 5 at approximately 2:15 p.m. the Neenah Police Department responded to a physical disturbance on a lawn in the 900 block of Nicolet Blvd. 

According to police, a caller reported that one of the combatants had the other adult and a child pinned to the ground.

The wind chill at this time was about 20 degrees below zero.

Officers were then told that one of the two subjects was running down the street carrying the toddler.

An alert witness followed them and updated police.

The child was only dressed in a t-shirt and leggings.

An officer arrived soon after and found the woman and child. 

The officer placed both of them in his squad car.

Police say the woman began disrobing in the vehicle, despite the cold.

At one point, the Neenah Police Department reports the woman "began acting lewdly and wiped her own body fluids on the officer's hand."

Investigation revealed the woman was the child's mother, but she had temporarily lost custody.

According to police, she had been fighting with the person who had legal temporary custody.

The child was unharmed and was returned to the guardian.

Police say due to the suspect's bizarre behavior and a concern about possible drug impairment, she was taken to Theda Care Regional Medical Center in Neenah for a medical clearance.

The woman was then booked into the Winnebago County Jail for 2nd Degree Recklessly Endangering Safety, Kidnapping, Neglecting a Child, Domestic Disorderly Conduct and Throwing/Discharging Bodily Fluids against a Public Safety Worker.

The suspect is a 26-year-old female with no known address.
