Man charged in Pollock pool sexual assault incident

UPDATE: The man arrested during an Oshkosh Police investigation has been charged.

Shannon L. Frantz is charged with one count of attempt first-degree child sexual assault - sexual contact with a child under age 13 and one count of exposing genitals to a child.

According to a criminal complaint, on June 24, 2016, an Oshkosh Police officer responded to a call at Pollock Community Water Park. After arriving the officer discovered the pool manager was holding an older man that was suspected of touching girls in the pool. The suspect identified as Frantz was taken into custody.

The complaint goes on to say that a few days later, a man found a GoPro camera in his yard and turned it into police on July 1st. While attempting to find the owner of the camera so it could be returned, investigators discovered video evidence that led to Frantz being charged.

The complaint says that the video showed Frantz exposing his genitals in the pool and touching an 8-year-old girl inappropriately. At the end of the same video clip, Frantz's face is shown looking directly into the camera, according to the complaint.

Frantz waived his preliminary hearing, and will be back in Winnebago County court for a motion hearing on September 8th.

The Oshkosh Police Department is continuing to investigate Shannon L. Frantz, 48, who was arrested for first degree sexual assault of a child under 13 on June 24 at Pollock Pool.

Police are attempting to contact the parents of an unknown girl who was wearing a pink bathing suit with light blue circles and light blue patterned designs on the day of the incident. Police released a photo of the swimsuit.

The parents are asked to contact Detective Chee Vang at 920-236-5741 as they may have information helpful in the investigation.
