The Oshkosh Police Department is investigating Richard C. Conn, a 51-year-old man from Oshkosh who was arrested on November 8, 2016 after he inappropriately touched a female.
At that time, he was taken to jail on a probation hold.
After his arrest, Oshkosh Police investigated other incidents in Oshkosh involving Conn and the sexually related offenses that took place during the first week of November 2016.
Conn was charged by the Winnebago County District Attorney's Office on Tuesday November 15, 2016 for three counts of Disorderly Conduct, two counts of 4th Degree Sexual Assault, one count of Lewd and Lascivious Behavior, Prostitution, and Failure to Notify School of Sex Offender Status.
Conn is a registered sex offender.
He was released from prison on or about September 27, 2016.
Conn is currently in the Winnebago County Jail.
