Green Bay police believe the 'Bomb the System' graffiti found on the Green Bay Social Security office on Tuesday and on an AT&T switching station near Chappell Elementary School is not a security threat.
Investigators are now saying the graffiti at both locations could be an advertising plan for a local film festival.
The Social Security closed early on Tuesday but has since reopened.
