On Tuesday, March 15 at about 12:19 p.m. a passerby witnessed a female standing over the guardrail, along the span of the I-43 Leo Frigo Bridge, according to Green Bay police.
Robert A. Vine stopped his vehicle after witnessing a woman standing over the guardrail on the bridge. Vine briefly spoke to the female and eventually rescued her and carried her to safety.
