GRAND CHUTE (NBC 26) -- A man identified as a Community Service Officer for Grand Chute Police faces 10 counts of Possession of Child Pornography.
A criminal complaint filed Wednesday says Outagamie County Sheriff’s Department got a cyber tip that an Instagram user uploaded suspected child pornography images. The suspect was tracked down through an IP address and investigators issued a search warrant on the suspect's home.
According to the criminal complaint, Casey Welk admitted that he was the user for the Instagram account under investigation. The criminal complaint says Welk admitted that he shared child pornography with and requested child pornography from other Instagram users.
The complaint says Welk told investigators he shared child pornography because he had a “pleasing nature” and wanted to “please and help others.”
The complaint also states that Welk said he had "trouble" with pornography and that he progressed from adult pornography to child pornography.
"Welk stated that it was 'pathetic,'" the complaint said.
Welk also expressed relief that he was caught, according to the complaint. Welk allowed officers to search his cell phone and laptop, where the complaint says investigators found images of child pornography.
Welk made his first court appearance Wednesday afternoon. His bond was set at $10,000.
