Brown County Executive proposes mill rate cut for 2020 budget

GREEN BAY (NBC 26) -- Brown County Executive Troy Streckenbach is proposing a 27-cent mill rate cut as part of his 2020 budget proposal, which he announced Monday. A Brown County news release said his budget proposal provides a major property tax rate cut.

The 2020 mill rate decreases by 27 cents, from $4.45 to $4.18 in the proposed budget. A news release from Streckenbach calls the proposed mill rate cut the lowest in three decades.

The Brown County Executive also touts "historic achievements" in the budget proposal, such as the debt going down.

"This year alone, Brown County will reduce debt by over $11.9 million, bringing our total outstanding debt down to $81.8 million," says the news release, which also notes the budget proposal reduces the county's tax rate to levels "not seen since the 1980s."

Presentation slides on the budget proposal, which were shared with the public Monday, show how the unemployment rate had a slight uptick from last year, from 2.9 in 2018 to 3.3 in 2019. The slide shows 2019's unemployment rate is still much lower than 2010's, which was 9.1.

Another slide shows the majority of tax dollar spending goes towards public safety and health and human services. The slide presentation also breaks down the jail pod expansion for Brown County, noting an addition of 128 beds. Additionally, the slides provide an update on the Neville Museum renovation, stating the museum will re-open its core exhibit in 2020. The presentation also states that work on the Brown County Expo Center will be completed in time for a January 2021 open.
