A change in Menasha utility bills causes confusion for residents

MENASHA — A change in billing for utilities caused Menasha residents confusion, and some believed they were being scammed.

Rather than being billed for fire protection charges through taxes as they have in the past, Menasha residents were sent a postcard from what appeared to be Harrison Utilities asking to be paid for their services.

The postcard was sent by the City of Menasha. They say the change in billing was made because utilities that used to be handled by Waverly Sanitary District is now in the hands of Harrison Utilities.

The Village of Harrison then made a Facebook post saying they never sent this postcard out. However, the City of Menasha says the bills are legitimate. But residents say they were not notified about a change in billing and therefore, thought it wasn't real.

"I think a lot of people thought these were a spam. You know a scam, spam,” said Menasha resident Susan Prinsen. “Not everybody's on Facebook. Not everybody goes to the Menasha website and reads what's posted there."

The City of Menasha admits communication could have been handled better by simply stating there would be a billing change in the last tax statement. Despite the confusion caused by these postcards, Harrison Utilities says they still need to be paid for the services they provide.
