Howard man accused of stealing cars through 'test driving'

Green Bay Police say a Howard man is accused of taking cars for a "test drive" and not bringing them back. 

Police say James Nys will ask to test drive a vehicle that is being sold privately. Police say Nys either agrees to buy it but never pays anything for it and keeps it or he leaves a vehicle behind as collateral. Police say Nys then later returns to retrieve the vehicle he dropped off as collateral.

Police have identified several victims. Investigators are trying to figure out what happened to the cars Nys is accused of stealing. 

Police say, up to this point, it appears Nys is only targeting members of the Hispanic community.
