Heavy rain Monday evening left many cars stranded in the road at East Mason Street, and the water also ran up to the doorsteps of nearby businesses.
The owner of the nearby Martin Hardware says the rainfall and the damage both came quickly.
Then, the water stayed in the road for hours as tow trucks and people around tried getting cars back to safety.
Rainfall finally started to recede, allowing some cars to drive out of a parking lot and to dryer ground.
Parts of East Mason Street were impassable for hours.
