The Green Bay Ethics Board referred a complaint against a City alderman to the full Common Council for a decision.

Alderman Andy Nicholson filed the complaint against fellow Alderman Randy Scannell, alleging violations of the elected officials' code of conduct.  Scannell cursed and and poked the chest of Alderman Thomas DeWane at city hall last May, according to the complaint.

Scannell, at Monday's Ethics Board meeting, admitted to cursing out of frustration, but said he only inadvertently touched a separate alderman as part of a gesture.  The dispute arose from the Colburn pool discussions, Scannell said.

The Ethics Board recommended a censure against Scannell.  The Common Council will make the final determination.
