A Department of Justice warning that Wisconsin hemp farmers can't legally extract and sell CBD oil from their plants has angered a trade group and left some farmers unsure they will proceed.
The warning came just as an application period for licenses was closing, with widespread interest in a state pilot program approved late last year.
