State police arrested an Arkansas man in Green Bay for his fifth offense OWI.
It happened after 3:30 a.m. when troopers stopped the driver on Lombardi Avenue and Holmgren Way for a seat belt violation.
The trooper smelled intoxicants when he approached the car and arrested the driver after he failed a field sobriety test.
The driver later went to the Brown County Jail.
