Appleton Police to hold public meeting on sex offender release

The Outagamie County Sex Offender Community Notification Core Team plans to hold a public meeting notifying residents of a sex offender moving into their neighborhood.

Jerome Litscher will be moving into a residence at 1717 S. Telulah Avenue. Because of his criminal history, he is a higher risk to the community, but is not wanted by officers at this time, police explained. 

He will be under 24-hour GPS monitoring.

The Core Team will hold a Community Notification meeting at 6:30 p.m. on Wednesday, November 8 at the Appleton Police Department. The department is located at 222 S. Walnut Street

The Core Team is made up of representatives from law enforcement, the Department of Corrections and the Outagamie County District Attorney's office. At the meeting, they will discuss detailed information about Litscher's offense history and information about protective behaviors and personal safety in the community.

Because of the topic of the meeting, the Core Team asks that only adults attend.

Litscher was convicted of six separate registrable offenses between 1959 and 1997. Each of those offenses involved sexual contact with boys between the ages of 12 and 15 years old. 

Five of the victims were acquaintances of Litscher and one was a stranger, police said.
