An Appleton couple is honored with the "Best Badge" award for a lifetime contribution to foster care in Outagamie county. At a time when most people are retiring, Art and Joyce Snell took on a new challenge and became licensed foster care givers. Twenty years later, they've touched the lives of over three hundred children and helped the community by steering them in the right direction. They were humbled by the special recognition they received at a special ceremony at Liberty Hall in Kimberly.
