OSHKOSH (NBC 26) -- An Oshkosh dog groomer is back open, legally, now that the state loosened restrictions.

She was arrested Monday, accused of violating the governor's stay at home order. She found out she won't be facing charges.

“I wasn't scared or anything at the time. I was more upset and angry than anything, that it was happening for absolutely no reason,” said Lisa Binning, the owner of The Dog Depot. “There's a lot of people starting to open their eyes and realize that this whole thing is not right, and it isn't just…I think that it's spreading throughout the whole country.”

Shortly after Binning's arrest Monday, Governor Evers announced loser restrictions that allow dog groomers and some other businesses to reopen Wednesday.

According to the District Attorney, Binning will not be charged because he says once that change to the order happened, it didn't make sense to pursue a criminal case.
