A 47-year-old Green Bay man who was the victim of a hit and run crash from March 25 has died.
The victim has been identified as Russell Owen.
Barry Watters Jr., 29 of Green Bay, is charged with operating while impaired causing injury/operate-controlled substance, hit and run involving injury, possession of THC, possess/illegally obtained prescription, bail jumping, eluding an officer and homicide by intoxicated use of a motor vehicle.
