GREEN BAY — Cesar Plenscia was visiting his father in Mexico when he got a call from his wife saying their whole basement was under three feet of water.

"My wife called me, she was in the house and said there is a lot of water," Plenscia said.

He has lived in Green bay for 13 years and claims he has never seen flooding this bad. He and others in his neighborhood were forced to evacuate because the flooding was too dangerous to be around.

"They had to replace the furnace, the water heater, the electricity, a lot of stuff," Plenscia said. "There was just so much damage."

He was forced to stay with his bother in law for around 10 days before being let back to his home. Although he got his repairs early, other homes on the street are still condemned. Plenscia says he was fortunate to have flood insurance, because he says he won't have to pay for the repairs to his home.

"I have flood insurance, so I wont have to pay," Plenscia said. "It was up to my second step, a lot of water."
