Green Bay police have referred charges of child neglect on a Green Bay grandmother who allegedly left two of her infant grandchildren inside a hot car outside.

"The temperature in a vehicle can rise relatively quickly," said Lt. Dave Wesely with the Green Bay Police Department.

Police responded to a call at the parking lot of the Bethesda Thrift Shop on Military Ave on Thursday at 11:25 a.m. They found a 1-year-old and 1 1/2-year-old left unattended in a car with the windows up. The car was not running.

A rescue squad was called to the scene.

"In ten minutes it (car temperature) raises up to at least 19 degrees in your vehicle, at 30 minutes it goes up 30 degrees," said Green Bay Center for Childhood Safety executive director, Kimberly Hess.

The 51-year-old Green Bay woman had been inside the thrift store with three other grandchildren for what police are estimating was 15 minutes, leaving the two in the car.

"If you're getting above 104 degrees you may well start showing signs of heat-stroke and if you're getting above 107 degrees, bodily damage can start occurring," explains Prevea Pediatrician, Kristina Houn.

Child Protection was called to scene. All the children were turned over to the suspect's daughter.

The woman faces two counts of child neglect.
