Drugs investigated as possible factor in Manitowoc inmate's death

MANITOWOC (NBC 26) -- Authorities are working to determine if drugs may have contributed to an inmate's death at the Manitowoc County Jail.

The Sheboygan County Sheriff's Office said an autopsy on 36-year-old Justin Hall was completed Thursday, but a cause of death has not yet been determined, as officials await toxicology results.

Hall was declared dead on Tuesday after a correctional officer found him laying on a mattress in an awkward position. The Sheboygan County Sheriff's Office was called in to investigate.

"During the investigation of Hall’s death, detectives determined criminal activity related to narcotics distribution was occurring by another inmate in the Jail," the Sheriff's Office said in a statement Thursday.

Authorities are waiting for the toxicology results from Hall's autopsy to figure out how this drug distribution may have contributed to his death. The Sheriff's Office said toxicology results can take 8 weeks or more.

The Sheriff's Office also said detectives will be referring charges to the Manitowoc County District Attorney's Office. Additional charges may be referred when Hall’s autopsy findings are complete.
