Two parents charged with child neglect, drug use and theft

Charges have been filed for two Green Bay parents who police say stole from a store before overdosing on heroin and leaving their children at a park to fend for themselves. 

Police were called Tuesday, July 11th at 3:15 p.m.to Walnut and Chesnut street in Green Bay for reports of two people passed out in a car.

According to the criminal complaint, Gustavo Cantu, 34 and Nicole Twocrow, 35 were found slumped over in a car when police arrived.

One of the responding officers says he could see inside the car needles and a black belt. The officer says he was able to identify the belt as a tool used as a tourniquet to inject heroin.

In the release, it states Cantu became aggressive with police after officers tried to help revive Twocrow, who was still passed out and had vomited on herself. Police used narcan to revive Twocrow.

Twocrow and Cantu were taken to the hospital to be checked out.

A little more than an hour later, Police dispatched that the children of Twocrow and Cantu needed to be located.

Two girls, seven and 13-year-old old were found playing at Eisenhower Park by themselves. The two girls and Police spent some time looking for their older 14-year-old brother who was found playing basketball.

Children Protection Services became involved and the kids are staying with a relative.

At 2:59 p.m. that same day before the alleged heroin use and child neglect, Twocrow is accused of stealing a laptop from the Wal-Mart on W. Mason Steet in Green Bay. When Twocrow and Cantu were found, they had several clothing items with tags still on them in the back of their car. The laptop could not be found.

Cantu is being held on a $10,000 cash bond. Twocrow is out of jail on a $5,000 signature bond. Twocrow and Cantu are not allowed contact with each other or their children.
