The Wisconsin Dept. of Justice has issued a Silver Alert for a Madison man. They say Richard Cochran, 71, was last seen on Burke Rd. in Madison on Wednesday around 7:40 p.m.
Authorities say Cochran is on foot, but may be attempting to hitchhike back to the Sussex/Green Bay area. They say he left his residence and was seen on the porch. He does not have access to a vehicle. They add he has gone missing previously when he lived in the Sussex area and on that occasion was located in Green Bay. Cochran walks with a shuffle.
Cochran is 6'2" and weighs 189 lbs. He has blue eyes, gray hair and is balding on top. He was last seen wearing blue jeans, brown slippers, navy blue jacket, brown veteran hat with military insignias. He wears eyeglasses and has facial hair stubble.
