 OSHKOSH-- This law was challenged in court even before it was enacted and this latest ruling isn't the end of legal challenges.

Attorney Jim Macy says this latest ruling leaves union employees wondering what's next.

"They are all going to want to know how does this impact me tomorrow, do I have a bargaining obligation, do I have an old contract that I had before that I don't have now, those are all issues that are going to be needed to be sorted out and soon," Macy said.

The constitutionality of the law has been challenged on both the state and federal levels. But a federal judge ruled only part of the law was unconstitutional, while the Dane county judge went further.

"Some of the same provisions reviewed in both cases the federal court found to be appropriate and constitutional where the state judge found unconstitutional so there's a conflict there already," Macy said.

Democratic Congresswoman Tammy Baldwin is running for U.S.Senate. She spoke to students at U.W. Oshkosh and weighed in on the law that's been in effect for more than a year.

"Was clearly one of the most divisive things we've seen in our state in recent years I believe that people should have a voice whether it’s in their democracy or in their workplace to be able to speak for better conditions,” Baldwin said.

The final action on Act 10 remains undecided. The state employment commission must decide if it will only apply this ruling to Dane county, where it was made, or statewide. That decision should be come early next week.
