A Green Bay man is behind bars in connection with the death of another man. According to a criminal complaint, 22-year-old Richard Kellogg of Green Bay is charged with reckless homicide for delivering the heroin that allegedly killed a De Pere man. An intital autopsy on 29-year-old Joshua Olson was inconclusive about his cause of death. The coroner is waiting on a toxicology report.
