Howard-- A Howard man is behind bars after police say he shot his dog to discipline it for urinating on the carpet. 35 year old Nevin Cain faces charges of endangering safety with a gun and mistreating animals. "He came home and discovered the dog had urinated in the residence that obviously upset him he took the dog outside behind the residence which is actually an apartment complex and tried to dispatch the dog using a 9mm handgun,” said  Cpt. David Konrath of the Brown County Sheriff’s office.

The dog suffered a gunshot wound to the neck, but after a successful surgery, it is expected to recover. The Village of Howard paid about $1200 for the surgery. The village is trying to raise money to help offset the cost.

Police responded of a call of shots fired early Sunday morning. Police say when they arrived Cain was intoxicated and admitted to trying to “put the dog down” by shooting it. He fired several shots at the dog, striking it in the neck.

Missy, the one and a half year of Sheppard mix was adopted by Cain about two weeks ago.  The Bay Area Humane Society is saddened by this event, and says they do have plans in place to prevent these tragedies.  "Anybody who comes in to apply there is a two page application process that will ask things like have you had animals before, if you don't why now, and we do a back ground check to make sure there is nothing outstanding that could give a red flag to anything like this happening,” said Karen Kraus of the Humane Society.

The humane society says Cain's name will now be put into a national data base so he can never adopt another animal again.

To help the Village of Howard pay for the surgery, donations can be mailed to the village office. Checks can be made out to the Village of Howard and sent to 2456 Glendale Avenue, Green Bay, WI 54303. Please make a notation in the note line of the check, either ‘Animal Control’ or ‘Missy’.
