Milwaukee, WI - A victory is being celebrated by democrats and the Hispanic rights group, Voces de la Fronterra.
A panel of three federal judges has barred the state elections board from using new republican-drawn maps.
The judges ruled the new 8th and 9th districts, located in Milwaukee, disenfranchised Hispanic voters and violated the Voting Rights Act.
Those two districts will need to be re-drawn.
