The Wisconsin Department of Revenue is ordering "roll your own cigarette" retailers to pay the state's cigarette tax.
The department has sent letters to vendors telling them agents will be performing on-site visits to make sure they pay the tax or stop selling the cigarettes.
Bay City Rollers in Green Bay believes the state went back on its promise to give smoke shops advanced warning to comply with the new rules.
