Racine, WI - It appears there is a shift in power in the State Senate because of the recall. Unofficial returns show the race in Racine County is too close to call. Democrat John Lehman has defeated Republican Van Wanggaard by almost 800 votes. Wanggaard wants the results reviewed today. Democrats needed to win just one senate race to gain a one-seat majority.
