Madison, WI - Teens caught talking on their cell phones while driving could learn an expensive lesson from police.

Governor Walker signed a bill into law Thursday, making it illegal for teens with a learner's permit or probationary license to talk on their phones while driving.

The first offense carries a $20 fine. Repeat offenders could be docked $100.
