Appleton--The Fox-Wisconsin Heritage Parkway is a non-profit organization that wants the Fox and lower Wisconsin Rivers from Green Bay to Prairie du Chien to become what's called a "National Heritage Area," but some fear that federal designation would put property owners at risk.
