Wis. Senate OKs new election money for justices

MADISON, Wis. (AP) - The state Senate has approved a bill that would create a new public financing system for state Supreme Court campaigns.

Under the measure, taxpayers could mark a $3 checkoff on their returns. $1 would go to the Wisconsin Election Campaign Fund. The other $2 would go to a new account called the Democracy Trust Fund.

Eligible candidates could get up to $100,000 from the new fund for a primary and up to $300,000 for the general election. They would be eligible for additional grants if nonparticipating opponents or independent groups outspend them.

Supporters say the plan will reduce special interest contributions in court races. Critics argue the bill will stifle debate.

The bill now goes to the state Assembly.
